Here his describe of the mod from the included ReadMe: Unlike my earlier Tactical Rebalance mod for K2, I used an entirely different approach here. Initially, I considered making some sort of incremental scaling script for this mod as well, but the fact is, that approach doesn't allow the fine-tuning of every single aspect of gameplay, and enemy difficulty as this one does. Instead, I painstakingly modified every module of the game, and every character within, to exacting standards. Needless to say, this method took a LOT longer to accomplish than simply using a single script to modify everything, but it allowed for much more detailed modifications and precise level of challenge. Not to mention, modifying each and every character individually allowed me to give them some additional abilities and surprises...
